President Bush on Sunday said, "We spent a lot of time in our relationship trying to get rid of the Cold War. It's over. It ended. And the fundamental question in this relationship is, could we work together to put the Cold War in the past? And I fully recognize there are people in America and Russia that think the Cold War still exists. And sometimes that makes relations difficult. But it's very important for leaders to think strategically and not get stuck in the past, and be willing to advance agendas. And so we worked very hard over the past years to find areas where we can work together, and find ways to be agreeable when we disagree. And I think we've done a pretty good job of it. And I want to thank you for your openness, as well. It's been a remarkable relationship."

Fact Sheet: U.S.-Russia Strategic Framework Declaration
President Bush and President Putin issued on April 6, 2008, in Sochi a
Declaration setting forth a framework for strategic cooperation
between the United States and Russia. The Declaration outlines key
elements of ongoing and new strategic initiatives between the two
countries, including steps to promote security in the face of new and
emerging threats; prevent the spread of weapons of mass destruction;
combat global terrorism; and advance economic cooperation. The
Strategic Framework Declaration also acknowledges differences between
the two countries, while agreeing to discuss these differences in a
forthright manner without allowing these differences to prevent
cooperation in other important areas.

In his weekly radio address, President Bush said, "I'm speaking to you from Europe, where I attended the NATO summit and witnessed the hopeful progress of the continent's youngest democracies. The summit was held in Romania, one of the 10 liberated nations that have joined the ranks of NATO since the end of the Cold War. After decades of tyranny and oppression, today Romania is an important member of an international alliance dedicated to liberty, and it is setting a bold example for other former communist nations that desire to live in peace and freedom."

President Bush on Friday said, "First of all, I want to congratulate the government, yourself, for hosting a very successful NATO summit. It's not easy to host as many automobiles, body guards, world leaders, hanger-oners as you did. And yet you did it, and you organized well. Everybody who came to the summit was most impressed. I really do want to thank you. And I want to thank the people of Bucharest for their patience. Fact Sheet: Taking Decisive Action to Keep Our Economy Growing
Today, the Bureau of Labor Statistics released new jobs figures for March. Although the unemployment rate rose to 5.1 percent, it remains below the averages for the past three decades. Nonfarm payroll employment decreased by 80,000 jobs. While these numbers are disappointing, they are not entirely unexpected. We have been anticipating that the early part of 2008 will be the weakest part of the year. Disruptions in the housing and financial markets have had an impact on the broader economy, and it will take time to work through these challenges. The President believes the government can respect the principles of the free market while also taking sensible, focused action to help Americans deal with these challenges.

Setting the Record Straight: The New York Times Mistakes Its Own Blindness for Presidential "Invisibility"
Today, the New York Times criticized President Bush for failing to generate headlines for his visit to Novadebt counseling center in Freehold, N.J. to meet with mortgage counselors and discuss the housing market, asserting "the papers were awash with the news that Senator Bob Casey of Pennsylvania had endorsed Senator Barack Obama for the Democratic nomination for president." The "newspaper of record" further claims "Mr. Bush has sometimes seemed invisible during the housing and credit crunch."
