[PAA-Webteam] TinyMCE disabled by default on PAA-TX site ...

I just set TinyMCE off by default for all posting (particularly
the forums).

It was causing some really weird formatting effects in the forum-to-
EMAIL links (Bill was generating some messages via that method).

it's a tool that makes it easy to post content without knowledge of
HTML. I'll have to figure out how to turn it off for only the forums
versus all the other types of content we can add - like events, blog
postings, pages, etc... I'm sure there's gotta be some way to do that.

Charles found it annoying or some such thing - so he changed the
timing on the ticker - comment Charles?

Sorry. Bill was posting a lot of stuff to the forums which subsequently
were forwarded on to the EMAIL lists .. and TinyMCE was really jacking
around with the formatting and posting process.

Rather than attempt a debugging session, and knowing that Bill
had a lot to post, I disabled it for now.

Sorry. The timer was going off every second (changing the values
every second).

I adjusted it to change every 10 seconds 'cuz at the time I was
on a DIALUP link and it was slowing down ALL my network
access (understand that the method used is to reload the
page EVERY SECOND which is ungodly slow on a dialup).
